Qualification
Qualification Type Details
Essential Educational Qualification MBBS or equivalent degree from a Medical College/Institution recognized by the Medical Council of India (MCI).
Registration Valid permanent Registration Certificate under the Odisha Medical Registration Act, 1961 (Provisional Registration Certificates are not accepted).
Internship Completion of compulsory rotatory internship / housemanship before the last date of online application submission.
Foreign Degree Holders Conversion Certificate recognized by MCI is required for candidates with degrees from foreign universities.
Additional Qualification (Weightage) – Post Graduate Degree (MD/MS/DNB): 30 marks added.
– Super Specialization Degree (DM/MCh): 30 marks added.

Notes:

  1. Candidates must have Odia language proficiency (as per criteria in Section 9(ii) of the advertisement).
  2. Age Limit: 21–32 years (relaxation applicable for reserved categories).
  3. Documents Required: MBBS Degree, Internship Certificate, Registration Certificate, and relevant caste/disability certificates (if applicable).

Method of Selection

The selection process for the post of Medical Officer under the Odisha Medical & Health Services Cadre is as follows:

  1. Written Examination:

    • The recruitment will be based on a single written test comprising 200 objective-type MCQs (1 mark each) with negative marking (0.25 marks deducted per wrong answer).
    • Duration: 3 hours.
    • Syllabus: As per the Medical Council of India (MCI) MBBS curriculum.
    • Qualifying marks for different categories will be determined by the Commission.

  2. Additional Weightage:
    • In-service candidates (ad-hoc/contractual Medical Officers under the Health & Family Welfare Department):
      • 6 marks per completed year of service, up to a maximum of 30 marks.
    • Postgraduate/Super-Specialization degree holders (MD/MS/DNB/DM/MCh):
      • 30 marks added to the written test score.
  3. Merit List Preparation:
    • Final merit is based on written test marks + additional weightage.
    • Tie-breaker criteria:
      • Higher MBBS marks.
      • Older age if MBBS marks are equal.
  4. Mandatory Service:
    • Selected candidates must serve a minimum of 3 years in KBK, KBK+, Tribal Sub-Plan Areas, or similar regions.
    • PG degree holders must fulfill this requirement even after completing their course.
  5. Document Verification & Medical Examination:
    • Shortlisted candidates must submit original documents (e.g., MBBS degree, internship certificate, caste/PH certificates) for verification.
    • A medical board will assess fitness for service; unfit candidates will be disqualified.
  6. Other Conditions:
    • Candidates debarred by OPSC/UPSC in the past are ineligible.
    • Fraudulent claims lead to disqualification and legal action.
